You can now start a public discussion group at the OnlineGroups.Net
site. They are free for up to 100 members.
Of course, having groups on a site of your own has the advantage that
you can control the context of your groups. Your groups have a site to
themselves. The site has its own domain and you can change the site
title and introduction text, and even add a logo. Here's a site created
just yesterday.

You can still start a site, and start groups on it, but if you'd prefer
to create a group on our site, even just to try it out, log in and then
visit the following page.

You can only create public groups on the OnlineGroups.Net site, but you
can add up to 100 members, and post as much as you like, for free. There
are a some new groups here already.
