Only the Group Administrator (and the Site Administrator) has the
ability to add members to a group or perform other group administration
tasks. Participation coaches do not have any special permissions except
the ability to make topics "sticky".

If you would like the participation coach to be able to add members, you
will need to make the participation coach a Group Administrator. See
"Set Group Administrators" in the Administration Manual:
